This 60 minute course will focus on the use of social media and cellular exigent orders in law enforcement operations for fugitive apprehension and emergency situations. Law Enforcement is often tasked with resolving emergency situations such as threats to officers and their families, bomb or shooting threats, active aggravated stalking and attempts to harm domestic partners, and threats posed by dangerous armed fugitives. Students will be shown resources and techniques to obtain and interpret data from social media and cellular provider emergency disclosure orders. Students will be shown how to identify and locate the threat while working with limited investigative resources and under a strict timeline. Students will learn the legal framework surrounding these tools, including the case law governing their use.
The course will explore the effective use of social media platforms such as Facebook, Twitter, and Instagram in locating and tracking fugitives, as well as in emergency situations. Students will also learn how to obtain cellular exigent orders to track cell phones and their users, which can be crucial in time-sensitive situations.
The course will cover the relevant laws and regulations governing the use of social media and cellular exigent orders in law enforcement, including the Stored Communications Act and the Electronic Communications Privacy Act. Students will learn how to apply these laws to their investigations and operations while respecting individuals' privacy and civil liberties.
By the end of the course, students will have a comprehensive understanding of the legal and practical considerations surrounding the use of social media and cellular exigent orders for fugitive apprehension and emergency situations. They will be equipped with the knowledge and skills necessary to use these tools effectively and within the bounds of the law.
